Being a one of a konoha 11 and member of team 8 hinata never failed to impress us , she started to catch our intrest in very first episode of naruto, her character sketch is really good that every boy in the world wish to have a girl like that, when everyone ignored naruto she's the one who always watched him, later on the series it's revealed that she's byakugan princess which was major upgrade for her character , her respect to his brother neji, her determination as a team 8 member and her love towards naruto and what else she's really a best waifu you could imagine!
NO. 8 YORUICHI SHIHOUIN FROM BLEACH
Yoruichi being a fans favorite character she got a wonderful character development at first she was introduced as a talking cat and she's surprised us with a human form and later she aslo surprised as that she was a noble family and what else she’s a former captain of the 2nd Division of the Gotei 13 forces, as well as the head of the Omnitsukido corps, she achieved many things and played important role in series, she will consider as one of powerful anime woman character.

She's main reason why people watches love is war, she was trending all over the community because of her dance in ending of love is war and she even had many cute funny moments over the series but so far she was used as side character in the series there's no backstory or love intrest ( which is important for rom com) or even any character development so that's the reason she's in honorable mention

Tsunade senju was renowned as medical genius and powerful women in narutoverse, she even had a very good character development in the beginning of series and she's the only known women to give a tough fight to madara uchiha .The reason why she isn't in list is she was often sexualized or used for fan service, she was often showed as drunkard and gambler which kinda spoiled her role. Other than that she will remain as powerful women in anime history forever

Mereoleona Vermillion was initially a royal but she never wished to have that status , she was really best women anime character, she was a beast, she's powerful than most of characters in anime history, her rudeness is actually gave her character Charmness, she's rude, arrogant and powerful! Anime women are often get sexualized by fans but i haven't seen anyone doing that to her that makes her best female character of all-time, the reason why she isn't in list is she doesn't have much role in plot.
